Chemrez can meet blending rules fast

The implementation of the mandated blending of one percent coco-biodiesel under the Biofuels Act or RA9367 can immediately be done since the combined capacity of domestic cocobiodiesel producers is already enough for a 2 percent biodiesel blend or B2 nationwide.

Chemrez Technologies Inc. chief operating officer Dean Lao Jr. said oil companies can make B1 diesel available nationwide by April.

The Biofuels Act was signed into law by President Arroyo last January 12, 2007.
It mandates that the blend be made available nationwide three months from the signing.

Previous reports had pointed out that automated blending required infrastructure and equipment may take months to put in place. However, temporary blending by manual method can immediately be done.

Lao added that ChemrezTech’s BioActiv premium coco-biodiesel is extensively tested locally and overseas and they can assure oil companies of consistent quality and uninterrupted supply.

"Our capacity alone exceeds the nation’s B1 requirement", Lao said. BioActiv is now being exported to Germany and Japan.

ChemrezTech’s newlybuilt continuous process biodiesel plant was designed,engineered and constructed using state-oftheart process technology provided by Lurgi Lifesciences GmbH of Germany.

This process is proven to produce the highest quality coco-biodiesel with more consistency and efficiency. ChemrezTech has over 20 years experience in oleochemicals research and development, processing and marketing.

ChemrezTech recently completed a P1.5 billion stock offering which allows the company to take a stronger position in coconut oil procurement as well as further invest in logistics infrastructure(such as primemovers, tankertrailers, barges, loading and storage facilities) to make it convenient and cost-effective to serve the oil companies.

"Chemrez has been discussing the preparations for biodiesel blending with the local and multinational oil companies and it is very heartening to see the willing and proactive stance of these multinational companies," Lao said.

He noted that these companies are supportive and consistent with the stance of their respective parent companies, who have been using biodiesel as blend component in other countries.

"They are making preparations for an early second quarter rollout of B1. At this stage, it is already clear that the mandate is implementable. A willing company can readily comply with the law," said Lao.

He noted that "the distribution of biodiesel is not as daunting as one might have expected. The logistics and operations people of the oil companies whom we have been in discussion with plan to have the blending done at the major depots and sites where imported diesel or locallymade diesel coming from the refineries is initially stored."
