DoE to accredit biofuel retailers

The Department of Energy (DoE) has laid down interim guidelines for the application and accreditation of oil companies which would be allowed to retail bioethanol fuel.

It noted that the setting up of such provisional policy is one way of ensuring that there could be a smooth transition from the introduction of the program until such time that Congress finally approves the proposed Biofuels Act.

On the strength of Department Circular No. 2006-08-0011, it was specified that "only oil companies of good standing which are actively engaged in the business of retailing gasoline may apply for accreditation under the current bioethanol program."

The interim guidelines, according to Energy Secretary Raphael P.M. Lotilla, are necessary to protect the interest of the stakeholders including the government and most especially consumers even at the initial phases of introducing the product into the market.

"This also serves as a guide for the effective monitoring and implementation of the bioethanol program especially at this phase where bioethanol sources and related products are limited to importation," the energy chief stressed
